Magic is intended to be limited. I wanted to turn away from a classic D&D spell flinging style with Shattered Moon. Although PCs can do it- the recovery of Spell Points is limited. In a typical Sword & Sorcery setting "spells" are not as common as using Runes, Items of Power, and Magic Rituals. So, in game mechanics terms Magic revolves around the Magecraft skill more so than the Spell Casting skill. So, my idea was to insert a Spell Ritual system that PCs could use.
As for Technology. Specialized crafts, lores, and languages should cover it. Remember though; the Shattering can happen at any point in our known history, so as a GM you get to pick what Tech is available based at that time. The second consideration is how far removed from the Shattering the adventuring takes place. I'd recommend at least 100 years. The moon splitting in half would wreak havoc on Earth. We don't really know what would happen- but it would epic. So, only a limited amount of whatever tech was available would survive and the knowledge of how to create and maintain it would be super rare.
