This is what the description for the Dramatis Personae section looks like.
Dramatis Personae
This section will contain a number of NPCs that the GM can use to flesh out the city. Some will be associated with specific businesses, and others will not be. For the majority of them, it would be possible to encounter them almost anywhere in the city.
Since the goal of the product is to make it as widely usable as possible, instead of statting out each NPC, we will instead be using a rating system for the various categories of skills. Thus, if a GM wishes to have stats for the character, he can use these ratings as guidelines.
Ratings
Each skill category will have a rating from 0 to 5 stars and each equates to one of the following levels of capability. Each will also provide an estimated range of skill ranks that the rating would apply to if you wished to stat up the character using Novus.
0 Stars (skill category not listed) - The character would be considered either unskilled or an apprentice at best. This would translate into 0 to 2 ranks.
1 Star (*) - The character would be considered to be a Junior Journeyman and would have anywhere from 3-5 skill ranks.
2 Stars (**) - The character would be considered to be a Senior Journeyman in this category of skills and have anywhere from 6 to 12 ranks in his primary skill(s) within the category.
3 Stars (***) - The character is considered a Master or Tradesman in the skill category and have anywhere from 13 to 20 ranks in his primary skill(s) within the category.
4 Stars (****) - The character is considered to be an Artisan with his chosen skills and have anywhere from 21 to 30 ranks in his primary skill(s) within the category.
